I just extracted the QMBPlus into MODS folder, then copied maps into subdirs Missions/Quick and that was it. If you installed maps correctly then you should be able to see/run maps in QMB. I didn't mess around with goi_ru.txt at all as i don't have files mentioned on the page of QMBPlus.

Just make sure you rename QMBPlus_1_1 to QMBPlus when extraced, under your MODS folder in IL2 root.
