Tigger88, the simplest way to get a good start is to install this: (The link is inoperative)
Download all 4 parts and then run the exe on Part 1 only, it will place all info from parts 2, 3 and 4 where they belong.
Make sure you are patched to 4.08 (you have already got this covered) before you run the Unified Installer.
From this install you will be able to switch between several versions of the game so you can use it online. (this UI will also add the 4.09 patch.)
You may need this: (The link is inoperative) if your game shows Russian text.
It says you only need this if you have installed ENG_SOUND_MOD, be advised, the UI installs the ENG_SOUND_MOD.
Do keep your vanilla copy though.
There are many mods that are not a part of the UI and a lot of them have self installers and are 100% compatible with the UI.
Those that are compatible usually are marked as such on their download page.
The best advice I can give is to stick to mods that have self installers unless you are very comfortable with adding stuff manually.
It might be prudent to get the UI installed and running and then, if you have more questions, come back here and someone will help sort it out.
Good luck.
BTW, just noticed you have vista, this may or may not help:

There have been issues with vista and the solutions are scattered, search vista fix in here or the PC forum.
Another possibility:
