If you unzip the contents of the download file into a newly created folder called Bessarabia_Beta - which should be put in your ...\Mods\MapMods\ folder, then all you need do afterwards is add the following line to your all.ini

Bessarabia_Beta bessarabia_Beta/load.ini

This works fine for me in any case. Just ignore the new folder 'Neue_Ordner' and leave it where it is.
