This is already possible, though it's tricky to tweak and it has a tendency to look silly. The 'wind' is modelled unsteady, but uniform, so that the entire smoke column will twist around its axis, and changes in the wind speed are large very abrupt, making the smoke column jerk around in strange ways.
But if that doesn't scare you, you can change the response to wind by editing the variable called "Wind" in the .eff files for the smoke. The sensitivity also depends on some of the other variables, which is what makes it difficult to get right.
