Simple answers:

=> Online gameplay balance
=> Historicaly inaccurate planes (FM/WM) & loaduts for individuals wanting them

I dont think so.. I think t is primarily because these mods were not officially sanctioned by UBI or 1C... at least that is why the policy is the way it is @ UBI.. Heck I had to campaign pretty hard to get just discussion mods allowed there.. and that was only after the mods were out for a while and the thing that most of the camp that was opposed to modding due to past experience were most concerned about never happened.. ie widespread online cheating.

This site was key to that... if this site did not exist I doubt we would be discussing mods @ UBI today.. or that other sites.. primarily SHQ & M4T would have allowed the discussion to flow.. but due to the quality and integrity of this site... many who were formerly opposed to modding because of negative past experiences have embraced them in this sim.
