What area are you interested in creating a map for?
I prefer to start with mymap_c.tga, the coastlines and rivers image.
For this you just need a good map of the area you want to do and trace it in Gimp or Photoshop so that water is black land is white. Use the Paintbrush tool so that you get some greyscale shading on the boundary. For a true scale map map_c scale is 1 pixel = 50m.
Then you will need the basic map tools to convert mymap_c.tga to the game files.
