#1 make sure you are installing and running this as ADMIN or ADMIN rights on for you login.
#2 make sure you have MS .NET Framework 2.0 installed, download from MS if you don't (very important).
If that doesn't help replace nvapps.xml in nHancer folder with this one.

Let me know but one of these should do it. You may not have updated .NET framework is my guess. You can make sure you have an updated:
MS .NET Framework 1.1
MS .NET Framework 1.1 hotfix KB929729 (if you have Vista 32, check for hotfix number if you use XP)
MS .NET Framework 2.0
and even install MS .NET Framework 3.5 SP1 (if you use SP1 Vista) from MS website. Look for XP version if you use XP.
I would recommend all listed .NET versions.
