You need to use WindMod. We have used this Mod for a long time and it is the answer. Adding it to your mis file is all it takes. All players would need to also have it installed to get the wind.
I know about it and tried it,, a long time ago... people just didn't seem intrested in it that I fly with..
it is pretty cool...
