I hope I can be of any help.
Having undergone the same insane stuttering problems for many months, I started tweaking and finally found a solution after many weeks of experimenting.
I just could'nt give up, knowing that my game had run better in the past.
Since 2 weeks i'm running IL2 virtually stutter free (apart from some minor ones every now and then).
The lack of RAM is really more of an issue on my machine.. :roll:
I'm more then happy on how it performs atm, and in some cases it looks like the more you crank up the settings, the better it seems to run. (experienced this myself with the game T-34vsTiger )
My hardware:
Dell Vostro 1500 laptop/notebook.
Intel Centrino 2.0Ghz DualCore
1024mb RAM
Nvidia GeForce 8600M GTS 512 mb video
WinXP Servicepack 2 32bits
I am not using Nhancer, but I do use Powerstrip as an extra to boost my color settings. This has no influence on my FPS.
I am using Ultrapack 2.0n with the 512mb_6DOFTir exe file
My conf.ini looks like this (only the relevant parts):
Make note on the following things:
ProcessAffinityMask=2 (enables the use of my 2nd CPU core, giving a significant boost to my IL2 performance)
TexCompress=1
Hardwareshaders=1 (yes, that was previously 0 because my Il2 stuttered to hell with it!)
Water=0 (a bit flat, but water really eats your FPS)
Further on I made a profile in my Nvidia Control Panel specific for IL2FB.exe, with the following settings:
Anisotropic Filtering 2x
Triple Buffering ON
Force MipMaps TRILINEAIR
V-Sync ON
Expansionlimit (or something similar, i have'nt got the US/English word for it) and set it to OFF in case it's enabled.
This made a huge impact on my FPS for some reason.

Mods: Modded Clouds (Light) and Default Maps Repainted.
FPS 62max and avg hovering between 25-50, hard to tell exactly.
