As you probably wouldn't want to spend a large amount of money on a programme like PhotoShop, you're probably better off getting used to working with GiMP. The Simmers Paint Shop has a tutorial to go with that too:

If you want to start light, get Paint.NET and have a look at other skins. Don't forget to have fun too.
