OK . . its done!
Digging through the dirt and vague comments I got the needed info from Fly_Zo posts (not to knock Fly_Zo . . I just hate digging through 20 pages of threads). And I had to fix things manually (sigh). All the data files for the Online Campaigns are in the NGen folder. And it is a matter of taking the english data file (ending with .dat) and making a copy of it with the Russian name (_ru.dat) . . and of course that is after backing up the original russian files.
Example:
Historical Ardennes Campaign
English file - CampaignArdennes.dat . . . rename it to CampaignArdennes_ru.dat
I toggled between the modded 4.09m and unmodded version and did this for only the ones that were affected. An additional bonus was when I changed the SU_MessageEn.dat and US_MessageEn.dat files my mission descriptions/briefings are all in English too.
Hopefully this will be easier to find . . . and may help somebody.
