I think the UI 1.1 standard installation puts the files in root\files now (but not certain). I do a manual install for all new aircraft now and I have all the ini and properties files in MODS/STD...etc
I think your game will be reading from root/files and ignoring root/MODS/STD where the files are duplicated, otherwise the weapons_ru.Properties file with some mod aircraft would probably cause it to crash.
You must decide to have all the files in root/files or root?MODS/STD, but not both. Either way will work.
Make sure you start with air.ini, plane_ru.properties and weapon_ru.properties with matching plane sets.
Then I would suggest you add lines for each modded aircraft one at a time, checking after each aircraft that it still works and that you can access the aircraft in Quick Mission Builder.
The lines of text to be added are usually included in the mod folder for each aircraft in a separate text file.
Some special weapons may require edits to other ini files.
