I've tried and tried by editing the chief.ini file but it doesn't seem to work for ships ... you can edit your own vehicle and armor sets/convoys to your heart's content apparently (and I have), but no dice on the ships ...

Which doesn't mean it can't be done ... I just haven't found out how.
