Your explanation is a little unclear, so I'm doing a bit of guess-work here - you must OPEN the rar file with a program like Winrar. INSIDE the rar file are the files you are looking for, including the README, etc.
You need to explain more - the one with the elevated guns.etc? Where did you put the folder? What does the folder structure look like?

My apologies for the lack of clarity, I wrote my OP in a hurry. Ok, I did not have winrar initially (didn't even know it existed). With that remedied, I placed the Infantry MOD folder inside my Mods folder along with the other mod folders and pasted the required text at the end of of my static.ini. I did the same earlier with the Mod_DLV_Infantry folder and text. When I enter FMB, I still get the same objects list I had before.
