Okay, so we need to check a few things, first:
When you 'unzipped' the rar file, you must be careful of the structure that Winrar uses when it extracts files. Check that your infantry mods are both in your IL2/MODS/folder.
So, it should read: IL2/MODS/Mod DLV_Infantry, and the other should be IL2/MODS/Infantry mod, if you have the default folder names. Inside each of these folders will be your 3DO folder, with all its sub-folders. If that is correct, your only other problem will be with your static.ini.
Possibly you entered something wrong. Did you back up your static.ini?
So, its one of 2 things. Either, your file/fplder structure is wrong, or you messed up with the static.ini.

Its no good me posting my static.ini for you, it has way too many edits from the normal one... 8)
