I can't see much wrong, though maybe I'd try leaving out the RGB values at the end of several lines for Mount just to see if that helps.
I once tried doing a somewhat similar load.ini and placing different textures, while leaving the RBG values at the end of the lines and it just never worked ...
There is also a semi-colon at the end of Midland1, which isn't needed as far as I can see ...
Otherwise I can't see much.
When this kind of thing happens to me when retexturing maps, I've found it better, more time consuming, but still better, to place a standard load.ini in the folder, and to work line by line, or perhaps by block of 4 (Low/Mid/Mount/Country/ etc) and enter new textures.
