The easiest way to start, is to download the Unified Installer 1.1 from the forums. Then, whenever you download a new mod, simply extract it over to your new "MODS" folder that has been placed in the root directory of IL-2 Sturmovik 1946.

There are other ways to get mods, but this is what I did, and everything works perfectly for me. Good luck!
