For this type of map, I think it would best NOT to model cities, except for ground textures. Just the industrial sections would suffice, because most of the missions flown on these maps would be high altitude bombing runs or bomber escorts. Personally, I'd be less interested in getting the cities right than in getting them in the right place. Not to mention night bombing missions, where the individual buildings would matter even less.
The Rom_City textures already have houses drawn on them, so from height they look ok.
A map with nothing on it save airfields and industry could be as big as Coral Sea and play almost as well...
