Flak will not fire when weather is worse than hazy. Just set weather on clear, good or hazy 
BTW:
1. 300km/h for B-17 on 7000m is to slow. Set up about 400km/h or more.
2. Bombers at lower altitude are running out from the formation because they are little faster than bombers at higher altitude. You must do something with this
