Are you using 'Set Target' at the ground attack waypoint?
I've found that you should assign the bombers a specific target in order for them to do a decent torpedo attack. Also, make sure that the GA waypoint is not too close to the target, it should be a reasonable distance from the target, so that the AI has enough time to line up on the target. And make sure that the next waypoint, after the GA waypoint is in a relatively straight line for the bomber, It seems to me the AI starts 'reading' their next waypoint in advance, so they are trying to compensate for that.....
thats about all i can think of for now, maybe someone else has some pointers, but you're right, it is quite tricky trying to get the AI to do decent torpedo runs... :o
