In my case, I deleted (Put minus sign in front of), the last 3-4 mod folders which i had installed (after my UI 1.1.1). I then added each back in one at a time. I can't say why, but the 60% loading failure did not re-occur. I did nothing with my sound setup.
I think you need to be verycareful with your air.ini entries so that they match precisely the set of MODS (acft) that you have installed. I think the first time around I may have overlooked including the air.ini line change for one of my new acft Mods, possibly/probably the one for the Sabre or Mig15.
