It's an FAA thing, Paine Field is a towered Class E airspace airport, therefore operations inside this airspace must be done below 200KIAS. The reason for the limit is basically timing and has to do with the fact that airplanes are coming into a traffic pattern here. Seeing and avoiding a 350kt Messerschmitt shooting low approaches may be rather difficult to the one trying to land!
