Well yes photoshop is not neccessarily required but it is the most valuable tool for skinning purposes etc... and it is more commonly used than paint shop pro I think so if you ever need help there's much more on it. As with any program, play with it for a while and you'll get it. Could take me a week or two to make a skin when I started and they wouldn't even be good, I can do one in an hour or less now depending on what it is.
