If it does not work then you must have installed it wrong?
I just tried it with a diagnostic modded 4.09 with Russian Language campaings.
1) Un-zippd the English career language fix
2) Found the read me which says:
3) Dragged the dgen folder into the IL2 main directory
4) When it asked "Confirm Folder Replace" I said "yes to all" and
...now all careers are in English.
So, if you did that exactly and it did not work, then you must have a major problem with your installation, so go read the whole thread at the download post of the fix, and see if there were others with the same problem.
And then, if you come here, give as much detailed information as possible, starting with OS, then versions, mods activators, steps you took before and after. If you cant give people good information they can never help you properly. Just saying "this does not work" does not cut it.
Now I am actually reluctant to even TRY to help, because I am wondering what else you forgot to mention....spilled a cup of coffee on the motherboard? trying to load IL2 on a palmpilot? I could go off on a tangent explaining something else, typing away for minutes, when meanwhile you might have just had a file mixed up with another.
Anyway, unless you have some weird Vista issue, the problem is probably that you did not instal the language fix correctly , or at all. Retrace your steps and repeat. I really hope you figure it out.
all the same, this is me out of this thread.
