Yes, they are bump mapped, but not heavily, more clever, with heavily results are bad. I had luck in finding good usable textures. Actually no one has to upgrade computer, it is very light map, its small and has only 8 custom textures.
What you see there is nvidia 9600 with 16X antialiasing and 16X anisotropic filtering, and it goes smoothly, except with some already famous “above water stuttering” with water=4 and near the coast.

I think it would be just on the water. I am not at that part yet, nearly started ground airports. I’m trying to deal with blocky looking textures at the coasts at the moment
Already tried but no success, I can’t place texture so accurately. Anyway it won’t look like water if you come any near it, and on that screens planes are closer to the cliffs that it might look, or what we except of usual il2 map.
