I had the same problem recently.
Check and make sure you don't have another air.ini file loading before the one you are adding new planes to. I my case I had created a backup copy of my STD folder and called it Copy of STD. Unfortunately, it was loading before the STD folder with the updated air.ini file because of the alphabetical loading sequence. It took me days before I discovered the problem.
Duh!
