well lets look at this from a differnt way, lets say this was possible and it was open to the public...

I'm not talking about opening anything to the public. This would still require all the same knowledge and skills (we'll, except maybe for 3D modeling) that are already necessary to produce mods now.

Trust me, I'm not interested in anything that would enable people to cheat.
