Minimum acceptable frame rates depend upon the users eyes and perceptions. Some find 20 fps perfectly acceptable, others will accept nothing less than 80 fps. Many years ago, achieving 20 fps made you a god among men. I have found with Il2 that 30 fps is quite acceptable for me, but I prefer 40 or greater. Drop down to 20 and you may miss things during heavy combat where the action is fast and furious.
You may be able to improve your computer. If possible and cost feasible, increase your RAM to 2GB, get a faster video card and use a sound card to offload sound processing from your CPU. You may also need to install a new power supply to feed a faster video card, more RAM and a sound card. Weigh the cost of upgrading against the cost of buying or building a new computer. Your system is old and dated, so I would not go overboard with upgrades.
Try the RAM first, that should at least improve your loading time.
The next thing I would do would be a sound card, nothing real expensive, I liked the Sound Blaster Audigy 2ZS I had in my old AMD machine.
A faster video card will help a bit with fps, but it's biggest contribution would be in allowing you to run more anti-aliasing and anisotropic filtering for a better image. With such an old processor I would not spend a whole lot on a video card. A 6800GT would probably be a good match for your processor.
