It is a very great mode!
i think about this problems with fps, and i start some working. i seek place, where i can turn off compressions or something about it.
and your idea and your mod is great!
i modifieted your mod(i edit your clouds4x4.mat + modifided standart files) and them i have this results( up picture-your mod, bottom-after modification)






as you see it adds some fps. and thereare some affect if we are in clouds
its a little adding but...i think, each people can try and choose. because result are very individually

but i think, it needed to write there a strong losses of a quality. look at this pictures please( up without mod, bottom with mod)
