TypeClouds=1 is explained in the game manual. It goes in the [game] section (not the [Render_OpenGL] section) of conf.ini, and it gives better looking clouds for a drop in performance. Even with this mod, TypeClouds=1 will be slower than the default clouds which you have now with TypeClouds=0 (the default). So if you are looking for more FPS than you have with TypeClouds=0 then this mod won't help you. But if you're looking for a way to enable TypeClouds=1 without getting such a big drop in FPS, then this mod is just what you need.

Video-card talk goes over my head and I go in a "dither" (forgive my pun)

But I might just try the TexCompress=2 along with your other suggestions to see what will happen. I have a 7600GS (512mb) video card.
