just had a quick look at your specs. You really don't need both optical drives - the re-writer will do everything you need. Also unless you overclock the CPU past 3.3Ghz you are good on the stock cooler which comes with the CPU (thats the limit I've found in my system anyway, and I'm not entirely sure its a heat issue) With those taken off the list you could probably put that money into the either the motherboard or graphics card.
And some might disagree, but the time of the floppy drive is long since past. The only time now that you would ever need one would be when installing windows - and only then if you needed scsi, raid or sata drivers. Which you won't with Windows SP3 as it already includes sata drivers, and you don't need scsi or raid - another saving you can spend elsewhere.
Oh yeah, another thought - are you building this into a case you already have? if so you could avoid buying new drives completely and use the one you have now, If not you'll need to budget for a case as well
On the sound card point, I personally would only bother buying an additional PCI card IF you have a surround sound system, otherwise you really won't get the best out of it - and onboard sound now is really quite good, you'll only notice the difference if you have a sound system which is of a high standard and 5.1.
just my thoughts
