First why don't you download and try GPU-Z. It's a free utility that will tell you your current temps and other settings. A must have utility IMO. GPU-Z Link
I owned an X1950Pro and was very happy with it. It's an excellent card for IL-2 as newer cards and drivers do not really help IL-2 all that much. However if you play other games there are better cards out there.
What is your Graphics port? AGP or PCI? It will make a difference in what kind of card to recommend. I'm betting it's AGP. To get serious improvements in graphic capability you should have a PCI slot but that would mean a new motherboard and probably CPU.
If you want to stay with ATI you might want to consider the Radeon HD 3850 100228L Video Card. It has 512Mb of onboard RAM and has a core clock speed of 668 MHz and a memory clock speed of 828 MHz. They can be had for just under $100 US.
