Skins and mission, no, you don't need Mods for those, unless the missions are on mod maps and/or use mod aircraft.

Otherwise, your procedure is correct, patch to 4.08m, then install the U.I.

JSGME is for the Ultr@Pack mods, AFAIK. I'm not sure if it works with AAA mods, but you could always ask that question on the Ultr@Pack forum.
