here is how i do it in my missions.

1...... have the reduced airfield radius mod installed

2....... full fuel [100%] and place the first plane where you wish to have it with a takeoff and one very short waypoint.also. make it an ai .

3....... now place a second ai plane full fuel in take-off mode faceing the first plane and have a short waypoint through the first plane.

4...... do this as many times as you like in pairs and they will never take off.

hope this helps. by haveing the reduced airfield radius mod in you can have them placed anywhere.
shoiud you not wish the mod in then have them far enough away from the runway that they wont start on the runway and it will still function ok.
