I get the same thing. Two things are causing lag and each requires a slightly different fix, both in in-game video settings.
Smoke/Fire/Gunfire causes a massive hit knocking my down to 1-0 FPS. The fix was Setting Landscape Lighting one level down from the best (that should mean setting it to High from Perfect if I remember the setting names right.
But I still would get FPS hits at time in the 7-13 range. Turned out Ground objects would cause that. Setting the Visibilty Distance from High to Medium .
I still get FPS hits with both things, but now it only goes down to about 25 FPS
