and how would one go about getting dx11? would we have to pay money for the upgrade?

DX11, like all other MS updates, will be an automatic D/L.
Unfortunately for users of Windows XP, they will be left out in the cold much the way they were with DX10.

So we'll have to upgrade to what...Vista?
