i dont know if this is in your price range, but i run an ATI 4890 vapor-x 2gb and it runs il2 on minimum 90fps 
i think you really can buy a newer ATI card, they are really cheap and run IL2 good, so no problem here but i think they cant run on Water 4 i think,
