Find and edit the file conf.ini adding the line HakenAllowed=1 under the heading [game]

Like this:

HakenAllowed=1

No go with me. I still get blank German rudders and Blue/White targets for Finnish planes.
Yes I followed instructions exactly right down to Upper/Lower case, spacing and placement in the [game] subset.
