Lol these settings have been changed, one or all are set to 0 ......isn't it
this will fix your problem.

TexFlags.ARBMultitextureExt=1
TexFlags.TexEnvCombineExt=1
TexFlags.SecondaryColorExt=1
if one or all are set to 0 you will get the next effect:
