Possibly a problem with static aircraft mod.
This will affect the stationary.ini file because this is where the static aircraft references are.
stationary.ini also has armour, artillery, ships and vehicles in it.

Search for stationary.ini to see if there are multiple files.

If only one file then all your armour, artillery, ships, static aircraft and vehicles should be listed in it.
