Not necessarily...Remember the time period. FOD walkdowns on a runway back then were to make sure that nothing would puncture a tire, not foul out a jet engine. Second, The EPA did not exist so chemical spills, oil leaks, dripping grease and all of the now outlawed chemicals that were permitted back then all had their place on the flight decks. Combine that with rain, sea spray and the occasional hose down of the runway with sea water made for a very interesting cocktail of goo often found beneath the wheels of carrier planes.
