I'm deeply sorry but this is what we call artifacts. And I'm afraid I have to inform you that it means that your graphics card had its time and needs to be replaced.
You can always try with installing the latest driver for your graphics card and check your cooling but in most cases artifacts mean that you have to get a new graphics card.

Edit: I forgot, you have the latest driver already so it means cooling or more likely get a new graphics card.
