In game by selecting country you select voice pack.Maybe if we change that,make country selection and squadron selection to determine what voice pack will be used.That way we could have voice packs for individual squadrons
If you select just country with no squadron,you get default country voice pack.But if you select squadron you get that squadrons voice pack.

This might be worth looking into
