I used to have something on making the .ini files, I will have to have a look tonight. I only used SC for a short while, and much prefer the new FBDj.
To answer your question, no I think that plane limit means only 4 for the map duration, but I could be wrong. I think, if you want to limit to 4 in the air at once, it can be done, but is a little more tricky:
1. You need to add another Home Base, but only for the Bf-109G-2 (or whichever a/c you want to limit)
2. Then you must adjust the position and radius of that Home Base so that the circle encompasses only 4 spawn points.
3. You begin to see now, that step above was the tricky part, right? You need to know where the spawn points are, and you need some way to move the Home Base. There are a couple of ways:
a. When zoomed into 3D mode in the FMB, and with the Home Base selected, hit to switch to the 3D cursor. Now you can right-drag along the ground, which will also drag the Home Base along. It is a bit trial-and-error, but works.
b. Maybe a better way is to temporarily place a static Aircraft Carrier at the spot you want the Home Base, then attach the Home Base to the Carrier, adjust the radius as needed, then open the .mis file in notepad and delete the Carrier. The Home Base will be left where it was.
Depending on the airfield type, spawn points generally are arrayed in a grid, which you can guesstimate. Also, I'm sure you need to avoid having Home Base circles that overlap, otherwise you may have spawn collisions.
Anyhow, the net result of all that is that, with the Bf-109G-2 Home Base only encompassing 4 spawn points, there can only be 4 of them in the game at any one time, but this does not limit you to 4 of them over the course of the entire mission.
Make sense? There used to be a tutorial on this over on the UKDed forum (Battle-fields), complete with illustrations, but I don't know if it is still there.
