I had a similar problem in the past, and found the problem to be a changed entry in the conf.ini file. I'm not sure how or why the problem occured, but the fix was easy. Look in the main game directory and open the conf.ini file. Within the conf.ini file, look in the "[sound]" section. The first entry there should be SoundUse. Make sure that the SoundUse entry is "SoundUse=1" (not SoundUse=0).
It should look like this:
[sound]
SoundUse=1
SoundEngine=1
Speakers=1
Placement=0
SoundFlags.reversestereo=0
RadioFlags.Enabled=1
RadioEngine=2
MusicVolume=5
...
