No idea what could be causing but a simple solution is to fly at normal speed 
1/2 and 1/4 time isn't much of a help except for learning to aim (even so, 1/4 is way too slow!) or if you are filming. If you are making a film, maybe use the ingame track recorder and reduce the speed of it whilst viewing to get the effect you need.
But otherwise no idea why it isn't working
