I describe the method I'm using (with little variation) to archieve this look

1 original picture duplicated
2 Kpt 7 Channel surfing blowout filter applied on the 1st one below
3 Duplicated (2nd) layer set to overlay, I turn off Blue color channel, then apply a 'Radial blur' with 20 pixel, zoom effect, best
4 Modify levels with adjustment layer (pic is usually a bit too dark)
5 Modify saturation with hue/sat layer
