Then I would suggest putting those mods back in and trying to connect...
I have had no trouble at all connecting to 4.08 or 4.08 modded servers as well as no trouble connecting to 4.09b1 modded or non modded games or servers.
I have not deleted any mods from my folder and my UI 1.2 has not had any other mods added.
It all works A-Ok on HL for me,and I have tried pretty much all the servers on HL.
