Well in your post it was not so clear that the talk would be only about carriers.
As you mentioned yourself new IJN ships and the thread titel sudjests that too.

If it is only carriers, well at least they should be done properly and not just a bit munched around.
As that is a solution that on the long run will make no one really happy.
