You might also want to try disabling the SLI mode.
I have a quad core CPU and ATI 4890 Crossfires. When I had the Crossfires on, I would get 30 FPS in certain situations and could not have Hardwareshaders=1 or I would get a black sky. Then I read a thread here about IL2 not liking dual cards versus a single video card. I disabled my Crossfires, and all of a sudden I got 50 FPS in the same scene and could now set Hardwarshaders=1 and get great reflections.
As a result, give your nVida's a single card try and see what happens to your game.
